3.3 Description of the Operation and Reclamation Plans <br />3.3.1 Topsoil Stripping and Replacement Depths <br />No stripping of undisturbed topsoil is anticipated during the forthcoming renewal period of the <br />Permit. Only reclamation activities are anticipated. Replacement depths of topsoil are: <br />2 feet, over 6 feet of overburden spoil cover on ash (disposal azeas) [PAP, Section 2.05.4, <br />page 114]. <br />2 feet over roads [PAP, Section 2.05.4, page 1146]. <br />I S" over the long-tern spoil azea [PAP, Section 2.05.4, page 1146]. <br />6" over facilities and topsand storage azeas [PAP, Section 2.05.4, page 1146]. <br />3.3.2 Revegetation Techniques <br />The approved revegetation plan emphasizes native species planting resulting in a diverse, <br />permanent, effective plant community capable of self-regeneration. The current seed mix is <br />presented on page 1 I5, Section 2.05.4, of the Application. <br />Manure or an organic mulch is to be spread on the topsand. The approved seed mix will be drill <br />seeded through the organic mulch. Small azeas that require reseeding may be broadcast [PAP, <br />Section 2.05.4, page 115]. <br />Two windows For seeding aze March 15 to June 1 (spring) and September I S to December 15 <br />(fall) (PAP, Section 2.05.4, page 115a). <br />A stubble mulch (such as sorghum) may be seeded in the spring or fall prior to seeding of the <br />permanent seed mix [PAP, Section 2.05.4, page 115a]. <br />Hay/straw mulch [PAP page 115x], hydromulch and tackifier [PAP page 115a], soil amendments <br />[PAP page 115a], and compost products [PAP page 115c] may also be used. <br />No imgation is proposed [PAP, Section 2.05.4, page 115c]. <br />The site is currently inspected at least quarterly for pests and diseases. No infestations of pests or <br />noxious weed species have been identified [PAP, Section 2.05.4, page 115c]. <br />Grazing is prohibited during the first two yeazs of vegetation establishment on reclaimed azeas. <br />Grazing may be allowed thereafter. Grazing will not be allowed to interfere with vegetation <br />sampling for monitoring or bond release purposes, and eligible areas will not be grazed during <br />the growing season prior to sampling [PAP, Section 2.05.4, page 115d]. <br />Vegetation monitoring is described on page 115e [Section 2.05.4 of the PAP].
