In order to ensure that this issue is resolved, the Division is requesting two things. First, Bowie <br />Resources must immediately alter those operations which clearly are contributing to the fugitive <br />dust problem. While the speed of haul trucks is beyond our jurisdiction, the Division <br />recommends that the speed of the coal haul trucks be reduced to the speed limit or less. The <br />Division believes that Bowie Resources should clean up the concentrations of coal along <br />Highway 133, especially in the general azea of houses, as well as the coal that is at the entrance <br />and exit at the loadout. The Division appreciates that Bowie No. 1 began cleanup operations at <br />the loadout, at the request of the Division. However, these cleanup operations must continue on a <br />daily basis, if necessary, so that this problem does not resurface. The Division also believes that <br />Bowie No. 2 should clean up the coal on the truck loop at the loadout so that coal haul trucks do <br />not travel over the coal and track it onto the highway. Finally, Bowie Resources should consider <br />the use of covers on its haul trucks. <br />Second, the Division is requesting that Bowie Resources submit to the Division a plan specific to <br />Bowie No. 1 and a sepazate plan specific to Bowie No. 2 that address the problem of coal dust <br />along Highway 133 and at the loadout. These plans should state the specific actions that Bowie <br />No. 1 and Bowie No. 2 are willing to commit to in order to alleviate this problem. These plans <br />should be submitted as sepazate minor revisions for inclusion into the Bowie No.l and Bowie <br />No. 2 permit applications.
