There is reason to suspect that the quality of groundwater in the vicinity of Well D-lA may <br />improve from the current levels of conductivity. Eventually, after a long period of time, levels of <br />conductivity may drop as salts are leached from the refuse pile materials. Pollution, if any, from <br />Mine Waste Refuse Pile groundwater has not been quantified. Abatement of this possible source <br />of pollution is not considered warranted. <br />Liability for Mine Drainage Control Facilities, and Surface and Ground Water Monitoring <br />Facilities <br />Water treatment facilities of the permanent Developed Water Resources area, four surface water- <br />monitoring flumes (sites), and two ground water monitoring piezometers remain at the mine site. <br />Release of bond liability for these features was not included in this Application. The Division <br />retains bond liability for the removal of these structures. <br />Liability of Areas Overlying Underground Coal Mine Workings <br />Full extraction room and pillaz mining was accomplished at both Mine No. 1 and Mine No. 3. <br />There was also long-wall mining at Mine No. 1 but none at Mine No. 3. At Mine No. 1, no <br />subsidence was noted during mining in the B coal seam, 50 feet above the long-wall mined out <br />"A" coal seam. No visible manifestations of subsidence were observed on aerial photographs or <br />surface traverses, and subsidence monitoring requirements were terminated in 1988. The <br />southern advancement of Mine No. 1 ended before undermining of Middle Thompson Creek <br />occurred. The period of subsidence liability expired in 1987. No indication of subsidence has <br />been identified on current photographs of the azeas. No feature over mined areas has required <br />remediation or revegetation due to subsidence. No costs for reclamation in such areas has been <br />identified for inclusion in the amount of bond required to be retained. Release of liability for <br />azeas overlying underground coal mine workings was not, however, requested in the Application. <br />The Applicant, therefore, is not granted release of liability for areas within the Permit over <br />underground workings, other than those disturbed by surface mining activities, in this proposed <br />decision. <br />Cost for Completion of Reclamation Work <br />Following final approval of the proposed decision, 4.1 acres of disturbed acres will be associated <br />with the permanent Developed Water Resources Area, and an additional 0.2 acres of disturbed <br />acres will be associated with four water monitoring flume bases and two water monitoring <br />piezometers. The flume bases were removed in November 2002, but their removal is not <br />included in this SL-OS Application. Remaining tasks are the removal of the water treatment <br />system; removal of the two water monitoring piezometers; removal of boundary signs; removal <br />of disturbance azea boundary markers; and establishment of vegetation at the sites of the bases of <br />the four water monitoring flumes.
