Thus, restoration of flood irrigation was established at the time the initial <br />permit was issued as the only criterion for restoration of the hydrologic function. <br />Phase III <br />The remaining portion of the bond amount shall be released when the permittee has successfully <br />completed all surface coal mining reclamation operations in accordance with this approved <br />reclamation plan, and the final inspection and procedures have been satisfied. This shall not be <br />before the expiration of the period spec f ed for revegetation responsibility. <br />Cover <br />An extended reference area is used to compaze reclaimed mine azeas to undisturbed native <br />communities at the North Thompson Creek Mines. For vegetative cover, the revegetated area <br />shall be considered acceptable if it is not less than 90 percent of the cover as determined from the <br />reference azea. Vegetation cover on the reference area was measured in 2000 as 30.1 %. <br />Vegetation cover on the reference area was measured in 2001 as 30.4%. Thus, the cover standazd <br />for revegetated areas was 27.1 % in 2000, and 27.4% in 2001. <br />Production <br />For herbaceous production, the revegetated rangeland area shall be considered acceptable if it is <br />not less than 90 percent of the production as determined from the reference area with 90 percent <br />statistical confidence. Herbaceous production on the reference azea was 13.6 grams per half <br />square meter in 2000. Thus the required 2000 production was 12.2 grams per half square meter. <br />Herbaceous production of the reference azea was 8.7 grams per half squaze meter in 2001. Thus, <br />the required 2001-production was 7.8 grams per half squaze meter.- <br />Diversity <br />Species diversity on the combined natural communities will be considered acceptable if sampling <br />demonstrates that four perennial non-noxious plant species have been established and are <br />contributing between 3% and 60°lo relative cover. At least two species should be grasses and at <br />least one should be a perennial forb or shrub. <br />Woody Plant Density <br />Woody plant density as a criterion for reclamation success was waived at the request of the <br />landowner, with the concurrence of the Colorado Division of Wildlife, via Technical Revision <br />(TR) 20.
