<br />-58- <br />Stipulation No. 27 <br /> <br />WITHIN 12 MONTHS OF PERMIT ISSUANCE, THE PERMITTEE MUST SUBMIT, AS A <br />REVISION, AN APPROVABLE PLAN FOR RECLAMATION OF THE ROAD SYSTEM TO THE <br />DIVISION. THIS PLAN MUST DELINEATE WHICH ROADS, IF ANY, WILL BE KEPT AS <br />PART OF THE POST-MINING LAND USE AND JUSTIFICATION FOR THEIR RETENTION. <br />With satisfactory resolution of the above stipulations, the proposed operation <br />will be in compliance with the requirements of this section. <br />XXI Bonding -Rule 2.05.4(2)(b) <br />Bonding calculations were submitted by the applicant on December 6, 1983. <br />These calculations were reviewed by the Division and revised to include cost <br />estimates for placement of four feet of cover on the existing refuse pile, and <br />removal of gravel from facility areas for disposal in the portal decline. <br />Revegetation costs were revised to ;635.00 per acre following a detailed <br />breakdown of costs. Railroad track removal costs were increased by ;80,000.00 <br />in accordance with removal estimates in Means Building Construction Cost Data <br />1983. Salvage value figures were added back into the calculations. <br />The bond amount, as calculated by the Division, is 5550,000.00 for this <br />five-year permit term. <br />XXII. Sealing of Drilled Ho <br />Information on sealing of drilled holes and mine openings can be found on <br />pages 2.05-34 through 2.05-37 and in CF&I's response of December~l5, 1982 to <br />the Draft Findings. <br />Backfilling of the portal excavation in order to achieve an appropriate <br />post-mining topography is discussed in Section XVII, Backfilling and Grading. <br />All other requirements for sealing of drilled holes and underground openings <br />have been met. The Division finds the proposed operation in compliance with <br />the requirements of this section. <br />XXIII. Subsidence -Rules 2.05.6(6) and 4.20 <br />Information on subsidence, subsidence monitoring and subsidence control can be <br />found on page 2.05-45 through 2.05-49 of Volume I, Exhibit 21 of Volume II and <br />Map 17 within Volume IV of the permit application documents and in CF&I's <br />response of December 20, 1982. These sections of the document have been <br />reviewed to determine compliance with the Regulations. <br />CF&I proposes to control subsidence beneath structures and renewable resource <br />lands using a method of limited extraction. Table 17 and Map 17 of the <br />amended permit application indicate that 37 structures exist within the 5-year <br />permit area.
