<br />-56- <br /> <br />No other problems were noted with respect to the chemical and physical <br />characteristics of the roof and floor material. <br />Since the applicant has not demonstrated that the proposed pile design will <br />protect ground water quality, the proposed design cannot be approved at this <br />time. <br />The applicant should submit a revision to their permit application which would <br />demonstrate that the proposed design would assure prevention of degradation of <br />ground water. This revision may include redesigned foundational elements of <br />the pile. <br />Design alternatives, such as installation of an impermeable capillary barrier, <br />an impermeable cutoff dike paralleling the relocated Ciruela Canyon, or a <br />subdrain system within the southern portion of the pile, could be considered <br />as possible solutions to the design. <br />The revision should also include a reevaluation of the original stability <br />analysis done for the proposed pile. This reevaluation should determine <br />whether those waste materials deposited in the past would affect the static <br />slope safety factors of the proposed pile. If the reevaluation shows that the <br />old pile, left in its current condition, would have a deleterious effect on <br />the proposed pile, then the applicant should include a discussion of remedial <br />measures to be taken in the revision. <br />Until this revision is received and approved•by the Division, no coal waste is <br />to be deposited in Ciruela Canyon. Coal waste may be temporarily stockpiled <br />on top of the existing pile. <br />Additional concerns with regard to water quality impacts of coal waste <br />material on an adjacent alluvial valley floor are discussed in Section VII - <br />Alluvial Valley Floors of this document. <br />With the acceptance of the above stipulations the Division finds that the <br />proposed operation will be in compliance with the requirements of this section. <br />XI X. Mine Facilities Coal Handlin Structures Su ort Facilities - <br />Rules 2.05. 3 2.05.3 1 and 4.04 <br />The mine facilities and coal handling structures sections of the permit <br />application have been reviewed by the Division. These portions of the permit <br />application can be found on pages 2.05-8 through 2.05-12 of Vol. I. <br />The operation is in compliance with the requirements of this section. <br />XX. Roads - Rules 2.05.3(3) and 4.03 <br />Information pertaining to roads can be found on pages 2.05.10 and 2.05.11 of <br />Volume I, Exhibits 16 of Volume II, Maps 12, 13A and 136 of Volume IY, and in <br />Technical Revision No. 1, dated February 26, 1982. <br />
