It is unlikely the river will change its course <br />to south of Area 4 since a cliff approximately 60 feet <br />high runs close to the south property line being <br />separated only by the railroad right-of-way (see Index <br />Map Exhibit B and Map Exhibit F). Assuming the Bureau of <br />Reclamation does not intend to inundate downtown Pueblo <br />with flood releases from Pueblo Reservoir, we do not <br />foresee amounts of water capable of making the suggested <br />course change in the river. The depth of the lake in the <br />proposed reclamation plan is not relative to the discus- <br />sion. <br />3. The DWR is again talking of augmentation for evapora- <br />tion. We have been unable to find a statutory requirement <br />for augmentation. If there is such a requirement, we would <br />appreciate being advised. In any case, we believe the DWR <br />has not taken into consideration irrigated lands taken off <br />irrigation, phreatophytic tree removal and backfill opera- <br />tions, all of which are aimed at minimizing disturbances <br />to the existing hydrologic balance. <br />If we can be of further assistance in responding to the <br />DWR memorandum, please let us know. <br />Yours truly, <br />Fr a^ nk ~a15e <br />Executive Vice President <br />
