'~
+ Mr. James L. Schmieding •
March 20, 1978
Page 2
2. It is unlikely the river will change its course
to south of Area 4 since a cliff approximately 60 feet
high runs close to the south property line being
separated only by the railroad right-of-way (see Index
Map Exhibit B and Map Exhibit F). Assuming the Bureau of
Reclamation does not intend to inundate downtown Pueblo
with flood releases from Pueblo Reservoir, we do not
foresee amounts of water capable of making the suggested
course change in the river. The depth of the lake in the
proposed reclamation plan is not relative to the discus-
sion.
3. The DWR is again talking of augmentation for evapora-
tion. We have been unable to find a statutory requirement
for augmentation. If there is such a requirement, we would
appreciate being advised. In any case, we believe the DWR
has not taken into consideration irrigated lands taken off
irrigation, phreatophytic tree removal and backfill opera-
tions, all of which are aimed at minimizing disturbances
to the existing hydrologic balance.
If we can be of further assistance in responding to the
DWR memorandum, please let us know.
Yours truly,
Fr a^ nk ~a15e
Executive Vice President
