<br /> <br />the Section 106 consultation process on sites 5RB390 and 5R6400 has been <br />completed. <br />ROADS AND PIPELINES <br />1. Periodic watering of the access road, well field-road, and plant site will <br />be carried out to control fugitive dust emissions, This stipulation will <br />apply particularly from Ilay through October. The Authorized Officer may <br />direct additional treatment of the road as deemed necessary. <br />2. When construction has been completed, al] disturbed areas beyond the road, <br />ditch, or Drainage fa~:ilities shall b recontoured to conform with local <br />topography, and topsoil will be repla~d, as directed by the Authorized <br />Officer. <br />3. The on-lease portions of the mine access road will oe upgraded and <br />maintained consistent with the right-of-way grant C-37773 to Rio Blanco <br />County Class D-t~lountainous road standards: <br />Road Width: Two 11-foot wide traffic lanes <br />Two 7-foot wide shoulders <br />7ota1 Width: 36 feet <br />Gravel; 8-inch thick base course of 3-inch gravel or pit run <br />4-inch thick coarse of 3/4-inch gravel <br />Total Gravel: 12 inches <br />Grade: Less than 8 percent <br />Curves: 24 degrees maximum <br />4, The lessee shall regularly maintain the road in a safe, usable condition. <br />A regular maintenance program shall include, but not be limited to, <br />blading, crowning, ditching, culvert installation, drainage installation, <br />surfacing, and patrolling, <br />5. The operator shall post signs, visible within line of sight, indicating <br />location of the undearground water pipeline and electric cable providing <br />name, address, and telephone number of a responsible contact person. <br />6. All pipelines adjacent to or crossing access roads shall either be buried <br />with a minimum of 4 to 5 feet of cover in alluvial areas and a minimum of <br />3 feet of cover in rocky areas, or they will be otherwise protected from <br />road maintenance and construction activity. <br />7. New roads shall not be built in conjunction with the water pipeline and <br />electric cable authorized herein. Access along the approved water <br />pipeline route is not authorized except in the event of an emergency. At <br />all points of potential vehicular access, the designated operator/lessee <br />shall construct barricades to keep vehicles off, thereby enhancing <br />reclamation success. <br />9 <br />
