special conditions are incorporated into the proposed mining plan <br />approval document. <br />In conjunction with OSMRE's processing of this mining plan, as <br />modified, OSMRE also reviewed the previously approved mining plan and <br />the Federal permit number CO-0069 issued on March 29, 1983 for the <br />Munger Canyon mine. All terms and conditions of the Federal permit <br />will be covered by the Colorado permit number C-81-020 and the mining <br />plan approval document. Because the Secretary of the Interior and the <br />State of Colorado have entered into a cooperative agreement which <br />provides for the delegation to the State of the permitting <br />responsibilities for operations on Federal lands pursuant to Section <br />523 of SMCRA, the previously issued Federal permit will be dissolved <br />upon approval of this mining plan, as modified. The mining plan <br />approval document contained herein reflects the mining plan as <br />previously approved along with the modification recommended herein for <br />approval. The mining plan approval document identifies the leased <br />Federal coal lands in the previously approved mining plan area. No <br />additional leased Federal coal lands are being proposed as part of this <br />modification. <br />
