MEMORANDUM <br />T0: Director, Office of Surface Mining Reclamation and Enforcement <br />FROM: Allen D, Klein, Administrator, Western Technical Center <br />SUBJECT: Recommendation for Approval of Salt Creek Mining Company Munger <br />Canyon Mine Mining Plan, as Modified, Garfield County, Colorado, <br />Federal Leases: C-0125515 and C-0125516. <br />I. Recommendation <br />I recommend approval with conditions of the Salt Creek Mining Company <br />Munger Canyon mine mining plan, as modified. Approval of this mining <br />plan, as modified, will supersede the mining plan approved on December <br />22, 1982 for the existing Munger Canyon underground mine. My <br />recommendation is based on the complete permit application package <br />(PAP), updated to January 25, 1985 an environmental assessment of the <br />proposed mining and reclamation operations and alternatives prepared by <br />the Office of Surface Mining Reclamation and Enforcement (OSMRE), a <br />technical analysis, and the administrative record. Approval of the <br />mining plan, as modified, will authorize mining of no additional tons <br />of Federal coal within the mining plan area which covers 1,049 acres <br />containing portions of Federal leases C-0125515 and C-0125516, as <br />shown on the maps included with this memorandum. During the review of <br />the PAP, certain elements of the applicant's proposal were identified <br />that require special conditions to comply with Federal law, Those <br />
