SHELTON, Director <br />DATE: August 3, 1984 <br />T0: Robert Liddle <br />FROM: Michael Long MS~ <br />RE: Snowmass Coal Company Vegetation Stipulation Response <br />I have reviewed Snowmass Coal Company's vegetation stipulations and have the <br />following comments. Basically, what I have done is analyzed their proposals <br />in light of other mines in the area. Where we disagree with their proposal we <br />have developed success standards which are acceptable to the Division. <br />Standards developed for Snowmass are based on their baseline data or other <br />mines within the area. <br />If Snowmass finds these standards acceptable, they can merely resubmit them <br />and this will serve to resolve the stipulations. <br />Stipulation No. 3: The proposed stocking rates for shrub and tree planting <br />are acceptable. <br />The operator is encouraged to plant shrubs in clump type groupings over the <br />reclaimed area. <br />Stipulation No. 4: Snowmass' proposed woody planted density standard is not <br />based on any sound scientific principal that we can accept. Based on what we <br />have done at other mines we propose the following: <br />Vegetation Tvoe Standard <br />Riparian woodland 1250 Stems/ac <br />Mtn. Shrubland - Dry Phase 1875 Stems/ac <br />Mtn. Shrubland - Moist Phase 2500 Stems/ac <br />Aspen Forest 1250 Stems/ac <br />Mixed coniferous forest 1250 Stems/ac <br />In order for revegetation to be considered successful post-mining sampling <br />must demonstrate that reclaimed areas are within 80Y of the mean of the above <br />standard at an 80% confidence level.
