be revised as the Division sees this as a permit defect.
Please submit revised page of the permit to reflect this
change as a minor revision or part of the Technical Revision
dealing with surface water issues.
Impoundments in General
~- / 12. Rule 4.05.9(13) requires all impoundments to be inspected
~-'~° ~ quarterly. The Division considers four impoundments to be
~~ '~~ r~ present at the Keenesburg site. These are: The shop dugout
~'
,P ';~; pond, the evaporation pond, the sewage pond and Sediment Pond
~Jy ly~~~ 2. Sediment pond 2 is covered under Rule 4.05.6(13). Please
submit quarterly inspection reports for these impoundments
that are approved by a registered P.E. These inspection
reports need to be filed at the mine site, with a copy
forwarded to the Division.
~ 13. Approved designs for all impoundments are necessary for
~=; compliance. The Division currently has updated certified
designs for Sediment Pond 2 and the sewage pond. Please
~~ provide designs for both the shop dugout pond and evaporation
pond.
Shoo Dugout Pond
~~ ~ 14. For the shop dugout pond, conflicting information exists for
,~ the drainage area. Please justify the acreage drained to the
~' dugout area.
15. Two options have been discussed and are addressed below.
a. Dugout Pond as Temporary Impoundment
1) Please submit designs for the dugout pond in a fashion
similar to the adequacy review made for Sediment Pond 2
for Technical Revision No.26, in 6/92. The design event
currently in the permit is for the 10 year/24 hour event
and needs to be for the 25 year/24 hour event.
2) In addition, this option needs to include storage
capacity for sediment load in the design calculations.
3) Since continued sediment load will compromise the design
capacity for the pond, a plan for sediment cleanout needs
also to be submitted.
/ V o ,-f'~r fb. Dugout Pond as Permanent Impoundment
1) If this option is chosen, please submit "Permanent
Impoundment" supporting documentation and calculations
per Rule 4.05.9(1) in addition to the 25 year/24 hour
event request.
