Roads - Rules 2.05.3(31 and 4.03 <br />7. All roads that are currently classified under "haul" roads may <br />~'G i now be de-classified as access roads since coal is no longer <br />~- transported on the site. Please consider re-classification of <br />~~ the roads to update the permit status. <br />~ 8. Haul roads: page 103 of the permit needs to be updated to <br />,~_ ;~;,~ include all the roads on the mine site, including the access <br />~, ~,e~ road to B Pit as shown on the aerial map dated December 1990. <br />Ponds. Impoundments. Diversions - Rules 2.05.3 and 4.05 <br />The issues itemized below need to be addressed in a separate <br />revision titled, "Drainage Control Plan II". Justification for the <br />Technical Revision is based on the current inadequacy of the 1984, <br />"Drainage Control Plan", to address the current conditions at the <br />mine site. Since 1984, the mine has ceased coal extraction <br />operations and now operates as a ash disposal facility. As a <br />result, on-the-ground spoil placement, and pit re-contouring has <br />altered the original drainage features of the site. In addition, <br />B Pit regrading and contouring has been completed (September 1993), <br />with spoil used to obtain the required height above the water table <br />per permit stipulations. Ash is now being disposed of in B Pit. <br />Now calculations as to the remaining amounts of spoil and their <br />life-span can be calculated and drainage plans implemented for the <br />B Pit area. <br />Coors Energy representative, Jack Epple met with Division staff <br />representative, Shawn Smith on December 17, 1993 to discuss <br />drainage issues and permit defects. The meeting led to the <br />conclusion that to address these concerns, a comprehensive <br />Technical Revision needed to be submitted as part of the Mid-term <br />Review. <br />For the record, the items needing revision were outlined in a memo <br />from the Division to Coors on December 17, 1993. Further review of <br />additional information supplied by Coors has since taken place and <br />the Division's comments are included below. <br />For ease of addressing the issues, they are classified into the <br />following categories; ponds, impoundments, ditches, culverts, <br />SAE's, Maps, and post-mining contours. <br />Sediment Pond 2 <br />,~•_; ~ 9. The designs and all references to Pond 1 need to be changed to <br />\~~ reflect Pond 2 designation. <br />-`~~ -10. Pond 2 designs are sufficient for the 25 year, 24 hour event. <br />X11. Rule 4.05.6(13) requires all ponds to be inspected quarterly <br />_ by a P.E. or other qualified individual.
