Reclamation Plan Type, Why Chosen, Acreage to Se Reclaimed,
Earthmoving Methods and Mechanics
Construction Materials Rule 6.45(2)(a) requires specific descriptions of
elements of a reclamation plan, including types of reclamation, a
description of why each reclamation plan was chosen, acreage amounts
and a general discussion ofreclamation methods as related to the
mechanics of earthmoving.
2. The Objector asserts that the Applicant has failed to comply with the
requirements of Construction Materials Rule 6.4.5(2)(a).
3. Reclamation plan details and descriptions have been provided throughout
the application process. Slope grading, slope configuration, reseeding and
revegetation will help reestablish rangeland on the side slopes, and the pit
floor will be graded and replanted with crops. All slopes, the pit floor and
any other disturbed areas will be reclaimed according to the reclamation
plan, which requires reclamation of the entire 156-acre site. Information
provided by the Applicant indicates that sufficient quantities of both
overburden and topsoil exist on the site to return it to its approximate
natural contours. There are no plans to backfil] the site with fill generated
from outside the permit area. The proposed reclamation plan was chosen
from among other options because it will return the land to viable cropland
and will keep the area consistent with surrounding uses. Generally, the
Applicant intends to achieve reclamation through the movement of
material by trackhoes, backhoes, scrapers and haul trucks.
11
