Teller Street, Lakewood, <br />CO 80235 <br />REQUEST: Use-by-Permit for an Inert Materials Landfill <br />STAFF RECOMMENDATION: Approval with conditions <br />ZONE DISTRICT: .AG <br />COMPREHENSIVE PLAN <br />DESIGNATION: Industrial <br />SITE AND SURROUNDINGS: This site is 9109 Monaco Street with frontage on Monaco <br />Street that extends back 2100 feet to the Bull Seep Ditch. It is approximately 1,000 feet <br />south to north and is approximately 32 acres in size. Properties to the east contain <br />commercial uses in Adams County. To the north are several large lots with rural singie- <br />family homes; to the west are the city of Thornton's water storage pits; and to the south <br />are rural properties. <br />BACKGROUND INFORMATION: This property is part of a sand and gravel extraction <br />area along the South Platte River, which was approved in Case #A-1228-95-96. The pits <br />to the west of the subject site are going to be used for water storage by the city of <br />Thornton. The western most portion of the subject site is the in South Platte Floodway <br />Fringe, The applicant is proposing to fill the majority of the 32 acres with inert materials. <br />However, a portion of the site along the western edge adjacent to the Bull Seep will be <br />left as wetlands. Inc{uded, as Exhibit 4 to the applicant's submittal document "Broda's <br />Inert Fill, Revision #1" is the Inert Fill Plan. The inert materials include earth, dirt, soil, <br />sand, gravel, rock, and concrete. No contaminated soils will be allowed. The proposed <br />fill is divided into three phases. Phase 1 will be the eastern area closest to Monaco <br />Street, the portion outside of the floodplain fringe. Phase 2 will fill the remainder of the <br />site to the original elevations existing before excavation began, which is an elevation of <br />5,070 feet. Phase 3 would fill the Phase 2 site above the elevations that existed before <br />the excavation and would require additional approvals by the City. <br />The site management plan, a part of the submitted materials, that was submitted with the <br />application states that: <br />Project Repori <br />Case #A-1549-03 <br />Patrick Broda <br />Page <br />NG <br />
