Page 2 <br />GEC's mass balance calculations and postmining topo- <br />graphy map will reflect the removal and placement of <br />any excess material from Stockpile #1. It is under- <br />stood the Division recommends the material be placed <br />in the West Pit; however, GEC would like the oppor- <br />tunity to review the survey and mass balance calcu- <br />lations in an effort to discover an acceptable al- <br />ternative to the Stockpile #1 problem thaw-would be <br />less of an economic hardship for GEC. <br />4. The reclamation schedule submitted by GEC will be area <br />and activity specific meaning the work in each area <br />will be described according to the discrete activities <br />needed to complete reclamation of the respective areas. <br />5. GEC will begin working with Dorchester Coal Company to <br />develop a reclamation plan for the East Pit utilizing <br />Dorchester's coal processing waste. The plan will re- <br />flect the mass balance calculations and postmining <br />topography based on the use of the coal processing <br />waste. <br />It is understood that GEC is obligated to reclaim the <br />East Pit, therefore an alternative reclamation plan will <br />be submitted that does not include the use of coal pro- <br />cessing waste. The alternative plan will be used in the `~~ <br />event the East Pit is not used for the deposition of <br />Dorchester's coal processing waste. <br />6. If Dorchester wants to include GEC's Tipple Area and <br />Haul Road A in their permit, GEC will provide any as- <br />sistance they can in the preparation of the proper doc- <br />uments necessary to include these areas in Dorchester's <br />permit. Otherwise, GEC will begin reclaiming these <br />areas at the appropriate time. <br />7. GEC will continue to maintain the site as described in <br />the April 11, 1984 letter. <br />We hope the amendments to the April 11, 1984 letter will lay the <br />groundwork for the initiation of the reclamation on the site in <br />a manner that is in the best interest of all parties concerned. <br />President <br />
