FCLAA Coal Federal coal leased on or after August 4, 1916, and subject to FCLAA, as amended, or otherwise made subject to FCLAA's provisions through readjustment, modification, election, or inclusion in an LMU. Federal In these guidelines, refers either to public or acquired lands owned by, or leases issued in the name of, the United States. Federal Lands Either surface or minerals owned by the United States on public domain and acquired lands without regard to method of acquisition or administering Federal Agency.
