~•-- <br />34 <br />GLOSSARY <br />The terms, abbrevlationa and acronyms listed below have been used in the coal <br />and solid mineral lease suspension guidelines. <br />AL~4LS Automated Land and Mineral Record System; a <br />computerized case management system. <br />Authorized Officer Veers of the guidelines will sole that the <br />regulations at 43 CFR 3473.4 still reference <br />the Mining Supervisor. Secretarial Order <br />No. 3087, issued December 3, 1982, and amended <br />February 7, 1983, transferred onshore minerals <br />management functions of the Mining Supervisors <br />to BLM. Not all of the regulatory changes have <br />been made in 43 CFR Group 3400 to fully reflect <br />this transfer of functions. Until complete <br />revisions are made, all references to Mining <br />Supervisor or Regional Mining Supervisor in the <br />regulations should be considered as referring <br />to the State Director of BLM. For purposes of <br />these guidelines, the authorized officer is the <br />State Director who has bees delegated authority <br />for approving or denying any of the three types <br />of suspensions. 1'hie authority is not to be <br />redelegated. <br />~~ DI21 The Bureau of Land Nanageaent. <br />==eficial :se The lessee's exercise of t5e :igits and <br />privileges granted is a coal of solid mineral <br />lease. 'Beneficial Use' includes, but Ss not <br />limited to: any activity preparatory to <br />further mining of a lease; development, <br />including surface or processing facility <br />construction; mining, including mineral <br />haulage, road and power-line construction, fuel <br />transfer and electric traasmiasion; and <br />beneficfation, concentration, and processing of <br />material lined; and coal and solid mineral <br />production and disposal by sale or otherwise. <br />Actions that are required or necessary to <br />maintain a mine in a suspended condition to <br />avoid damage to other resources, to conserve <br />the leased resource, or to ensure safety do not <br />constitute beneficial use of the lease. <br />c <br />~~ -_ . <br />Attachment 1-37 <br />
