[n addition, quarterly NPDES reports are submitted to <br />the Division and the Department of Health to comply with the current laws governing point <br />sources. In the event of an effluent discharge that is not within compliance parameters, a <br />writteh notice will be forwarded to the Division and the Department of Health. <br />Groundwater monitoring wells are located in both the Rapid, Creek and Cottonwood Creek <br />basins. G W MS 02a and 02b are upstream on Cottonwood Creek, G WMS 03a and 03b are <br />upstream on Rapid Creek, while GWMS Ola and Olb are downstream on Rapid Creek <br />(downstream from the confluence with Cottonwood Creek). l"fhese wells have been placed <br />to monitor surface subsidence impacts on creek flows in the southern permit area; <br />therefore, water level is the only pazameter measured. <br />CRDA-1 and CRDA-2 piezometers are monitored for water levels on a quarterly basis <br />(thirty-four on CRDA-1 and three on CRDA-2). The thirty, 100 through 400 series <br />piezometers on CRDA-I were installed in 1994 at four locations to monitor water levels in <br />multiple zones within the refuse pile. Stability analyses performed by a consultant to the <br />operator established "critical levels" for each of the thirty,pia; zometers, which if exceeded, <br />are to'be reported by the operator, and may necessitate further stability evaluation and <br />possible remedial measures.
