Oswald, Robert ~'1 - 199 4- ~ 103
From: ~hristy Pauli [christyjulene@yahoo.comj /Gi~i~~- (,-w~,~~i/~~
Sent: Tuesday, August 21, 2007 8:51 PM -r---
To: Oswald, Robert
Subject: Concerns about the Noland Pit aka Cedar Point Pit, Mancos, Colorado
noland.jpg (208 KB) -J
Dear Mr. Oswald,
Thank you for speaking with me on the phone. 2 wanted to put some of our concerns in
writing for you in regards to the Cedar Point pit also known as the Noland Pit, which is
owned by Noland Inc., currently under lease by Sky Ute Sand and Gravel. The pit is located
at 38251 HIGHWAY 160 # US W SW SEC 36 T36N R19W NMPM MANGOS, 2.6 MI W OF CO 81328-8966
Latitude: 37.330437 Longitude: -108.399304.
The Mancos Valley has had a long term positive relationship with the Noland Pit and Noland
Inc.. We have always supported the jobs, the economic benefits for the community and the
important products that they provide. Noland Inc. was courteous to its neighbors by
keeping reasonable hours, providing constant dust control and keeping the pit
inconspicuous from the road because our economy depends heavily on tourism.
This positive view of the Pit has been damaged with the change in management to Sky Ute
Sand and Gravel. SUSG works up to 24 hours per day, there appears to be no dust control,
and overburden/topsoil from the pit is oiled next to the highway blowing dust onto the
road. They are also using high powered lights at night that are causing light pollution
throughout the Valley and the backup alarms which we know are required, echo for miles at
night. They continue to accept contracts that they are unable to fulfill within normal
working hours (our definition 6 am to 10 pm), then as you will see in the attached e-mail,
they encourage us to lobby for them, for extended time to finish their projects.
The biggest impact on the Valley has been the asphal plant. The odor and dust have forced
us to close up our windows and doors and shut us un_icl ur~homes In the Southwest our
homes are designed to be cooled by our cool spring and summer nights, this has not been an
option for months. Asphalt odor has become a 24 hour a day problem with no end in sight.
Social events have been canceled, outside projects have to started and stopped depending
on the air quality and summer visitors have gone elsewhere in the country, because we are
too embarrassed to have them in our homes. Visitors traveling to and from Mesa Verde
National Park are assaulted by the noxious fumes, noise and lights which does not
encourage them to stay in our local establishments, especially our large numbers of
motorcycle riders.
I realize that not all of these issues are under the purview of the Division of
Reclamation of Mining and Safety but we hope that you can assist us where possible. We do
not wish to see the Pit closed. Our only wish is to find a balance that we can all live
with. Please view the attached map that we are currently working onto document the effect
of the current Pit operations.
Sincerely,
Christy Pauli
Neighbors of the Noland Pit
38685 Road H
PO Box 955
Mancos, CO 81328
(970)739-3918

SEP =:: ZOD7
Division w ~ <~~ a+T``ii0n'
d Si:'?!
P~'.inin~ 2n
From: MJ Gosselin [mailto:mjgosselin@gmaiL com]
Re~'t'ea
~~~0'oan'° 2 ~~oo,
M/o~~gan S~m~~
dl~ 07
1
