The revegetated community at the mine appears to be well on its way toward meeting the <br />approved success standazd for diversity. <br />In addition to a cover standazd, the Canadian Mine permit also includes a woody stem <br />density success standazd of 2000 stems per acre. The 1995 Slurco study estimated there <br />were 497 stems per acre on the reclaimed area. Neazly all of the woody plants on the mine <br />site aze Big sagebrush (Artemisia tridentata), with rare specimens of Rubber rabbitbrush <br />(Chrysothamnus nauseosus). Based on vegetation monitoring data collected by the operator, <br />woody stem densities have apparently been increasing since shrub interseeding efforts were <br />undertaken in 1990 or 1991. <br />At the October 24, 1995 on-site inspection, the Division found no significant differences in <br />the levels of erosion occurring at either Area IV or Pond 3 as compared to the erosion <br />levels described for Area IV in the Division's Phase II Bond Release decision document of <br />August 1, 1991. The Division further found no significant problems associated with <br />landfotm stability in either Area IV or Pond 3. The Division documented that the single <br />soil settlement feature that was seen within the Pond 2 basin in Area IV appeared stable and <br />of little concern to future geomorphic stability. <br />V. Proposed Decision <br />The Division proposes the following in conjunction with the Phase II Bond Release request <br />submitted on September 7, 1995: <br />A. The Division proposes to grant a Phase II Bond Release for the 55.13-acre parcel <br />known as Area IV; <br />B. The Division proposes to grant a Phase II Bond Release for the 2.06-acre parcel <br />known as Pond 3; <br />C. The Division proposes to document herein and for the record a Phase I Bond <br />Release for Pond 3. Phase I Bond Release for Pond 3 was previously approved <br />indirectly as part of the Division's approval of a 1988 Phase I Bond Release for the <br />entire mine site, when the Division returned Phase I monies for the backfilling and <br />grading of Pond 3 at that time, even though Pond 3 was still in place. The removal <br />and reclamation of Pond 3 was approved, and occurred, in the spring of 1991. <br />D. The Division proposes to doctment herein and for the record a release of Phase I <br />liability for Ponds 1 and 2. A release of Phase I -iability for Ponds 1 and 2 was <br />previously approved indirectly as part of the Division's 1988 Phase I Bond Release <br />for the entire mine site, when the Division returned monies for the backfilling and <br />grading of Ponds 1 and 2 at that time, even though Ponds 1 and 2 were still <br />standing. Release of Phase I liability for Ponds 1 and 2 was also previously <br />approved indirectly as part of the Division's 1991 approval of Technical Revision <br />TR-06, which allowed Ponds 1 and 2 to remain as permanent structures. <br />5 <br />
