XIX. Coal P <br />-35- <br />nd Non-Coal Processing Waste - R <br />3(8 <br />Information on Coal processing waste and non-coal processing waste reviewed by <br />the Division is in Section 4 of Volume I and Appendix 3.3-2, 3.3-3a, and <br />3.3-3b of Volume II of the permit application. <br />The applicant amended the originally proposed mine plan to divide the plan <br />into two Phases, A and B. Phase A includes the development of a test mine, <br />without the permanent coal processing waste slurry embankment. The applicant <br />has amended pages 4-15d and 4-15e to describe the temporary stockpile storage <br />of coal processing waste in the stockpile area adjoining the raw coal <br />stockpile. The applicant projects 2% waste, based upon analysis of the <br />resource drilling performed on the coal seam to be mined. A total of 600,000 <br />tons of coal will be produced during Phase A, resulting in a projected 12,000 <br />tons of coal processing waste. The applicant proposes to store the coal <br />processing waste in a temporary stockpile to measure 380 feet long by 115 feet <br />wide by 12 feet high. Side slopes will not exceed a gradient of 3:1 <br />(horizontal to vertical slope). The stockpiles location is depicted on Figure <br />4.2-7A. <br />In order to assure timely approval of the eventual Phase B coal processing <br />waste slurry embankment, the Division imposes the following stipulation upon <br />permit approval for Phase A of the proposed operations. <br />Stipulation No. 6 <br />THE DIVISION REQUIRES THAT STORM KING MINING COMPLETE AN APPROVABLE <br />"DETAILED ENGINEERING PLAN" FOR THE PERMANENT PHASE B WASTE SLURRY <br />EMBANKMENT AND SUBMIT THE PLAN TO THE DIVISION ONE YEAR PRIOR TO THE <br />EXPIRATION DATE OF THIS PERMIT. THE DETAILED PLAN SHALL BE SUBMITTED <br />AS A PERMIT REVISION. FURTHER, IF 12,000 TONS OF WASTE IS PRODUCED <br />PRIOR TO OBTAINING APPROVAL OF THE PERMANENT WASTE EMBANKMENT, MINING <br />OPERATIONS SHALL CEASE UNTIL AN APPROVAL IS OBTAINED FOR PERMANENT <br />DISPOSAL OF ADDITIONAL WASTE. <br />The proposed operation is in compliance with the requirements of this section. <br />XX. Mine Facilities, Coal Handlin Structures, and Su ort Facilities - <br />Rules 2.05.3 3 2.05.3 7 and 4.04 <br />Information concerning these facilities can be found on pages 4-29 through <br />4-40c of Volume I of the permit application. <br />The surface facilities are to be built in two phases. These two phases are <br />reflected in Figures 4.2-7A, which shows the development phase (1985-86), and <br />4.2-7 and 4.2-8, which show the final, full production phase. <br />During the development phase, SKM will be using an off-site loadout maintained <br />by the railroad. <br />
