_ ... (~ ~?
-3- August 12, 1983
Monitoring in General
In reviewing, the monitoring reports for 1979, 1980, 1981 and 1982 I was
disturoed at the number of data gaps and the amount of suspect data. I
am aware of the problems in collecting field data, the limitations of the
equipment used to date, and the fact that data was collected by parties
other than West Elk Coal Company. What I would like to impress upon the
company is that their ground and surface water monitoring system should
be upgraded and properly maintained to insure the maximum recovery of
reliaole data. The stream, spring and well monitoring sites should be
inspected periodically. All surface water sites should be inspected and
maintained prior to the spring thaw, and after each major storm event.
Stipulations
West Elk Coal Company has satisfied Stipulation 5 (No. 33), new aquifer
tests with the submittal of the ESA report dated December 1982
(Attachment D of the Annual Hyc;ologic keport).
If West Elk Coal Company or you have any questions please feel free to
contact me.
cc: James Pendleton
Ed Biscnoff
/th
Doc.
