Gunnison IVo. 1' <br />Mine, West Elk Coal Company, Anaconda Minerals Company <br />August 12, 1983 <br />I have completed and reviewed the annual Hydrologic report for the Mt. <br />Gunnison No. 1 Mine antl the Companies' requested reduction in both <br />surface and ground water monitoring. Some of the requested reductions <br />are reasonaole. The following discussion outlines those monitoring <br />program changes that West Elk coal company should institute to more <br />efficiently monitor ground antl surface waters, yet gather sufficient data <br />on the effects of mining and data necessary for future permitting. <br />Ground Water Quality <br />West Elk Coal Company may Discontinue the monitoring of ground water <br />quality in bedrock wells completed in strata overlying the "F" seam <br />(except in areas of surface disturbances). Wells completed in units <br />Delow the "F" seam, however, should still be monitored semiannually (June <br />and October) for the parameters contained on the attached parameter list <br />(Attachment A). <br />West Elk Coal Company may discontinue the monitoring of spring and seep <br />water quality from springs and seeps issuing from rock strata and <br />unconsolidated deposits above the crop line of the "F" seam (except in <br />areas of surface disturbances). Springs and seeps located below the crop <br />line of the "F" seam should still be monitored semiannually (June and <br />October) for the parameters contained on the attached parameter list. <br />The justification for the above monitoring changes are that ground water <br />qualities in rock strata and in spring and seeps located above the "F" <br />seam crop line will not be effected by the mining except in areas <br />overlain by surface facilities (i.e. waste rock piles, coal stock piles, <br />water impoundments, preparation plants, maintenance facilities, etc.). <br />Ground water qualities in rock strata and springs and seep oelow the "F" <br />seam and below surface facilities nay de impacted, thus water quality <br />monitoring is warranted. <br />423 Centennial Building, t3i3 Sherman Street Denver, Colorado 80203 Tel.
