Drain Cover Fill Thickness on Roads Used By Contractor's Haul
Trucks.
Dear Mr. Keffelew:
In a manner similar to our communications in 1994, the Cripple Creek & Victor Gold Mining
Company ("CC&V") wishes to confirm with the Office of Mined Land Reclamation "(OMLR")
the appropriateness of an equipment-specific refinement of the thickness of the Drain Cover Fill
and Low Volume Solution Collection System Fill for the haulage equipment being used by the
contractor in 1996. As you know, the general technical specifications were developed in 1994
with afive-foot thick cover for haul trucks. The five-foot thickness was based on the anticipated
use of relatively large haul trucks. It was reasoned that with the amount of material to be moved
in 1994, including Drain Cover Fill, Low Volume Solutio^ Collection System Fill, and in
particular a large amount of cut and fill material, the choice of most earth-work bidders would
be CAT 773B haul trucks or equivalents. Therefore, the five-foot roadway thickness was
developed.
Then, upon refinement of the 1994 contractor's earth moving equipment selections, it was
determined that lighter weight hauling equipment was appropriate to expedite placement of Drain
Cover Fill and Low Volume Solution Collection System Fill. Therefore, CC&V computed a
thinner cover requirement for tractor-trailer units. This computation was completed in
consultation with the OMLR.
The same general thickness specification of five feet was retained in subsequent bid packages
to provide the successful bidder the opportunity to use larger equipment. Now that the 1996
contractor has selected their haulage equipment which is smaller than 773Bs, CC&V asked that
Golder Associates again review the Drain Cover and Low Volume Solution Collection System
Fill thickness for haulage roads. Specifically, CC&V asked that the thickness requirement for
the side dump tractor-trailer equipment employed by Ames be determined. The results of that
assessment are attached.
