Highway 141 was used by Grand Valley Power as a staging area last fall. You
expressed concern about possible damage to revegetated areas. The BLM plans
to inspect the site by this spring and evaluate impacts to the site from their
operation. If necessary, we will contact the power company about reseeding
the disturbance.
6. Fruita Pit - The m:.ning and reclamation plan indicated that 7,500 yards of
unmined gravel along tk+e west side of the pit floor would be mined by 1999.
You stated that the County does not intend to mine this gravel resource
because the value of tk+is material is not sufficient to offset the resulting
increased cost of reclamation. The recontoured slopes and pit floor along the
southeast end of the site were seeded in 1996 but are largely devoid of
vegetation. This area may need to be reseeded if Chere is no significant
plant growth in 1998. Reseeding, if necessary, should be done no later than
the fall of 1999, which would coincide with the scheduled reclamation of the
slopes on the west side of the pit floor. The vertical faces on material
stockpiles need to be reduced to at least 1:1 slope as soon as possible, in
accordance with the permit requirement.
7. 21 Road Site - No material was removed from this site in 1997. The
reclamation plan specified that the disturbed slopes above and below the
stockpiles would be reclaimed in 1998. However, since it may be many years
before the stockpiles are depleted and the site closed, this reclamation work
is considered to be a low priority at this time. The inspection on 1-21-98
showed that two stockpiles had near-vertical faces which need to be reduced to
the required 1:1 slope. It was also noted that a small amount of material had
recently been taken from a stockpile by an unknown party.
8. 4 Road (Baxter) Site - Significant amounts of material were removed from
the stockpile in 1997. Depending on the material needs for ongoing projects
in the area, the stockpile may be used up in the near future. Although the
current plan does not show any reclamation. until 2001, the work will be done
earlier if the stockpilers are depleted sooner. The remaining stockpiles have
been flattened.
9. 13 Road Site - The areas west of the stockgiles (PF1 and A1) were
recontoured and ripped i.n 1997, and the material stockpiles ha•/e been
flattened on top to alleviate saftey concerns. The recontoured area will be
ripped again (between existing ripper marks) and seeded. This work will
probably be done in the fall of 1998, but only after completing the higher
priority work at A.2 Roa.d, Lumsden, and Wright Draw. Although Areas PF2 and
A2 are scheduled for reclamation in 1998, this is considered a lower priority
compared to the other work, and may be postponed.
In summary, it was agreed that the high priority sites for completing the
above reclamation work in 1998 are A.2 Road, Lumsden Canyon, Wright Draw, and
if time allows, the 13 Road site. Please contact this office at least 48
hours prior to starting any reclamation work. Also, please submit copies of
the seed tags for the Fruita and Kinder Pits.
We would propose to~meet with you again in January 1999 to discuss reclamation
progress and planned activities for next year. If you have any questions on
this matter, please contact Bruce Fowler (244-3036) or Dave Trappett
(244-3034).
Catherine Robertson
Area Manager
cc: Bill Blair, Pfesa County
Steve Shuey, DMG
