The latitude and longitude of the center of the <br />Green property are 40°22'07" North and 104°56'25" West (a Project Vicinity Map is <br />located in the Appendix). <br />The property is accessed by driving east from Interstate 25 on U.S. Highway 34 <br />approximately two miles to Weld County Road 13. Follow Weld County Road 13 south <br />two miles to the northwest comer of the project site at the intersection of Weld County <br />Roads 13 and 54. <br />1.3 Operation Description: <br />The project is an aggregate mine that will extract alluvial sand and gravel from the <br />primary alluvial terrace above the Big Thompson River. The raw alluvial material will <br />be processed through crushing and washing at the site, sorted by size, and stockpiled. <br />The raw material will be available to customers in bulk, or concrete. A ready mix <br />concrete plant will be built on the project site and operated for the life of the project. <br />Mining of the alluvial aggregate will entail development of four discrete mining cells, <br />generally progressing from west to east across the project site. The mining sequence is <br />initiated with removal and stockpiling of topsoil materials. Where topsoil materials <br />originate from wetland locations with desirable plant propagules, they will be stockpiled <br />sepazately and used in wetland mitigation. Overburden materials (those materials above <br />or between aggregate layers) aze removed and stockpiled or used for backfilling in <br />previously excavated Honing cells to achieve the desired post-mining topography. As <br />aggregate layers aze encountered, the raw product is removed from the cell for processing <br />and stockpiling at the wash plant. The mining process continues within a cell until the <br />economic limit of aggregate is reached, or as pit dimensions dictate. Water encountered <br />in the mining sequence is pumped from the cell into a detention pond where it can be <br />used in the wash plant, and ultimately rettuned to the Big Thompson River. The only <br />jurisdictional wetlands to be disturbed within the project aze located within mining cells 3 <br />an 4, the last aeeas to be mimed. <br />Reclamation within the project occurs after completion of each mining cell. Backfilling <br />of overburden materials, if required, progresses, followed by regrading of the periphery <br />of the mining cell to form a shoreline and transitional area surrounding the former mining <br />cell. The cell is allowed to fill with water to the ambient level. Topsoil is replaced along <br />the cell edges and revegetation commences. Revegetation includes the seeding and <br />planting of grasses, forbs, shrubs, and trees to stabilize the land surface, minimize <br />erosion, and create apost-mining vegetation community. For this project, two vegetation <br />communities will be created, a mesic transitional mixed grassland in non-wetland areas, <br />and a wet meadow and channel mixed grass/sedge/rush community in the wet meadow <br />and oxbow channel mitigation wetlands. <br />Wetland mitigation will create, enhance, and/or replace jurisdictional wetlands disturbed <br />by the mining sequence.
