III. Topsoil <br />1. The Division has granted a variance from topsoil removal in <br />accordance with Rule 4.06.2 (2 )(a ). An area containing less than <br />one acre is being used for open storage of items and materials <br />which will not cause aqy contamination or degradation of the <br />in-place soils. Traffic in this storage area is light, foot and <br />light truck travel primarily, and of an infrequent nature. To <br />date, existing vegetation has not been harmed and no erosion has <br />occurred, nor is aqy expected. Therefore, the Division finds that <br />this variance was granted in art appropriate manner and reaffirms <br />that decision. Soils resource information is provided on Map 3, <br />page 2.04-13, and in Exhibit 7 of the application. Information on <br />topsoil salvage and redistribution is found on pages 2.05-4 and <br />2.05-g, respectively. <br />IV. Backfilling and Grading <br />1. The Division approved Terror Creek Company's plan for disposal of <br />debris, acid-forming or toxic materials, or materials constituting <br />a fire hazard in a manner designed to prevent contamination of <br />ground or surface waters. A contingency plan has also been <br />developed to prevent sustained combustion of flammable materials. <br />This plan address disposal of coal material used as a base in the <br />yard area. During initial backfilling and grading operations, the <br />coal base will be scraped up and placed in the northern most <br />portion of the disturbed area. It will then be covered with 4 feet <br />of non-toxic, non-combustible material. Backfilling and grading <br />information can be found on pages 2.05-8 and 2.05-9, and on Maps <br />No. 10, ~10A, 12, and 13 of the permit application. (4.14.3(1 )(a)). <br />V. Revegetation <br />1. Pre-disturbance vegetation conditions are described on page 2.04-14 <br />and the revegetation plan is presented on pages 2.05-10 through <br />2.05-14. <br />The pre-disturbance vegetation in the permit area and <br />existing ad,~acent to the permit area is predaninantly <br />agricultural crops, including fruit orchards with an <br />pasture grasses and irrigated pasture land. <br />vegetation <br />irrigated <br />understory of <br />-17- <br />
