Stipulation 4: <br />WITHIN 60 DAYS OF APPROVAL OF THE APPLICATION TO RENEW THE ANIMAS MINE <br />PERMIT, ENERGY FUELS MINING COMPANY WILL IDENTIFY ALL ROADS TO BE USED <br />WITHIN THE PERMIT AREA, ASSIGN ACCEPTABLE DESIGNATIONS OF USE FOR THESE <br />ROADS, PROVIDE ACCEPTABLE DESIGN AND CONSTRUCTION PARAMETERS FOR ALL <br />ROADS CONSISTENT WITH THEIR DESIGNATIONS OF USE, AND SUBMIT MAPS <br />ILLUSTRATING THE LOCATIONS OF THESE ROADS AND THEIR DESIGNATIONS OF USE <br />FOR ALL COPIES OF THE PERMIT APPLICATION IN THE DIVISION'S POSSESSION AND <br />AVAILABLE TO THE PUBLIC. <br />Status: Complied With <br />In September, 1988 Energy Fuels Inc. provided designations of use for <br />mine roads and a map whidi complied with the Division's requirements. <br />Stipulation 5: <br />ENERGY FUELS MINING COMPANY WILL POST ADDITIONAL BOND TO COVER 7HE COST <br />OF RECLAMATION FOR THE TRAILER RELOCATION SITE BEFORE THE RELOCATION <br />BEGINS. <br />Status: Complied With <br />Energy Fuels Mining Company posted an additional bond in the amount of <br />E1 ,307 on September 27, 1989 to cover the cost of reclamation. <br />Summary of Stipulation Review <br />All five stipulations have been complied with. <br />Bonding <br />The reclamation bond for the Raton Creek Mine was reviewed and <br />recalculated by the Division as part of the mid-term review. The Raton <br />Creek bond is currently E188,658. Based on the staff's initial review, <br />the bond is insufficient to cover reclamation costs. The Division's <br />initial review comments and item by item reclamation costs are listed <br />below. <br />1. Total disturbed acreage varied from 22.5 to 40.1 acres throughout <br />the permit and findings document. The actual acreage needs to be <br />clarified. <br />2. Tackifier and fertilization costs were not included in the original <br />revegetation costs. <br />3. The seeding rate for the broadcast method is conventionally twice <br />that of drill seeding. This was not taken into account in the <br />original cost estimate. <br />4. Fora more accurate estimate of revegetation costs, a map <br />differentiating the areas where drill seeding and broadcast seeding <br />will be used should be included. <br />-5- <br />
