PCPC • • <br />Re: Special Use Permit No. 596 <br />August 17, 1993 <br />Page 3 <br />o Comments regarding Condition #5 - Valco received ownership of <br />the property on 10/25/88. <br />o Comments regarding Condition #6 -the applicant provided copies <br />of the recorded plats on 10118/88. <br />MLRB PERMIT <br />Valco began operating this pit under a limited impact 110 Permit, allowing <br />up to 9.92 acres of disturbance. Valco then applied and received approval <br />on November 13, 1987 for a Regular 112 Permit allowing disturbance by the <br />mining operation to be greater than 10 acres. <br />ACCESS PERMIT <br />Valco received approval on the access permit (#287169) from the Colorado <br />Department of Highways in October, 1988. The permit is for the batch plant <br />and access off of Highway 50. Valco will also be required to obtain access <br />permits for Baxter Road and 36th lane when the mining operation is fully <br />operated and these roads become needed. <br />NPDES PERMIT <br />Valco currently has two NPDES Permits that allows discharge of water into <br />the Arkansas River. Water from the operation is discharged under NPDES <br />Permit #COG-50000. Wastewater from the batch plant is discharged under <br />NPDES Permit #COG-500082. Under the NPDES permit, Valco is authorized <br />to discharge treated process wastewater into waters of the State of Colorado. <br />AIR QUALITY <br />Valco's Air Pollution Control Permit No. 85-PB-107 (1&2) pertains to <br />emissions from their Pueblo East batch plant, pit, and associated on-site <br />roadways. That permit has received final approval from the Colorado <br />Department of Health on December 2, 1987. <br />COMMENTS <br />Staff conducted an on-site inspection on August 12, 1993 and observed the <br />following: <br />1. Minor truck and loader activity was taking place at the batch plant <br />(Exhibit 2). Located behind the batch plant were small stockpiles of <br />gravel (Exhibit 3). <br />2. According to Mark Klune, General Manager of the Valco's Pueblo Plant <br />Division, there has been no mining activities occurring on this site. <br />
