T M
_ • •
Colorado Mined Land
Reclamation Division
May 13, 1981 - Page 2
More importantly, at least the 346 +/- acre
expansion area is unsuitable for mining because of
the highly adverse effects mining activities in
the general area have had in the past, and would
no doubt have in the future when conducted on even
closer lands, on the McKunes personally, their
livestock, building improvements and renewable
resource agricultural lands. Of principal concern
to the McKunes are the extraordinary cattle losses
they have experienced in the last three years
since mining activities intensified .in the area.
Although expert analysis to date has resulted in
no definitive conclusions as to the cause or
causes of these losses, some experts have suggested
the possibility that dust from mining and related
activities and stress resulting from blasting
operations may directly or indirectly have been
causal factors. In addition, blasting operations
in the general area have previously caused damage
to improvements on the McKunes' property. Although
that damage has been minor to date, the closer
proximity of such operations implicit in the P & M
expansion proposal would no doubt aggravate this
problem.
We are not at this time requesting a conference or
hearing because we have not yet had the opportunity to
examine P & M's application in sufficient detail, or to have
our own expert analyses completed. However, we are assuming
that P & M will be required to republish notice in accordance
with applicable regulations and that, upon, completion of
republication, we would have the usual thirty days to present
more detailed objections, and to request a conference or
hearing at that time.
Thank you for your consideration.
Yours ver truly,
a
~~ ~, ~--
JLCB/kme
Encls.
John L.
