("P & M") is seeking to expand its strip-mining <br />operations. The McKunes are also the holders of BLM grazing <br />lease ~~05017012 (copy attached), which encompasses public <br />lands within the area which P & M is asking to have permitted. <br />The leased lands are an integral part of the McKunes' live- <br />stock operations. Because we were only recently retained to <br />look into this matter on behalf of the PicKunes, we have not <br />had sufficient time to examine the materials filed in support <br />of P & M's application in any detail. However, we do want <br />at this point to register the following objections to that <br />application: <br />It is our understanding that notice of the filing <br />of the application (copy enclosed) was published <br />in the Steamboat Pilot only once, rather than once <br />a week or our consecutive weeks as required by <br />applicable regulations. <br />The notice does not appear to contain the detailed <br />locating and descriptive information required by <br />applicable regulations, with the result that local <br />residents would be hard-put to readily identify <br />the proposed permit area with any precision. <br />
