Coors Energy Company has proposed a method fcr evaluation, of plant species
diversity and a reclamation success standard. At this time the Division has
not proposed or accepted a specific method for evaluation, of species diversity
and reclamation success. The Division stioulates:

The operator has proposed a reclamation seed min. which includes several intro-
duced species. Coors Energy Company has not provided justification for
utilization of these species. At least one dominant grass component has been
omitted from the mix, and the mix requires at least one additional legwminous
forb species. The Division stipulates:

The area being mined by Coors Enercry Company is characterized by a rmbile sand.
Successful revegetation is probable given the treatments proposed (irrigation
and manure mulch). In order to assure revegetation success at the site the
Division requests Coors to monitor therevegetated areas. it is stipulated:

XIII. Fish and Wildlife (2.04.11, 2.05.6(Z), 4.18)
The Division has reviewed the Fish and k'ildlife Resources information (pages
86-94), the plan for mitigation of impacts to fish and wildlife (page 135), and
information pertinent to the protection of fis^, wildlife and related environ-
mental resources (pages 135,137-138). The Division hereby makes the finding
that the proposed operation is in compliance with the following exceptions.
Coors Energy Company has provided information which illustrates that existing
power poles, minimize the danger of electrocution to raptors but does not address
whether future powerlines will be so constructed. Therefore, it is stipulated:
