At this time the Division has <br />not proposed or accepted a specific method for evaluation, of species diversity <br />and reclamation success. A <br />MEANS OF SPECIES DIVERSITY EVALUATION, AND APPL_TCAELE SUCCESS STAAIDARDS BY <br />MARCH 31, 1982, <br />The operator has proposed a reclamation seed min. which includes several intro- <br />duced species. Coors Energy Company has not provided justification for <br />utilization of these species. At least one dominant grass component has been <br />omitted from the mix, and the mix requires at least one additional legwminous <br />forb species. TP.E JUSTIFICATICN ,SND/OP. 1rEis SEED IdIX SHOiiLD BE <br />SUBMITTED FOR DIVISION APPROVAL BI' DECEMBER 31, 1981. <br />The area being mined by Coors Enercry Company is characterized by a rmbile sand. <br />Successful revegetation is probable given the treatments proposed (irrigation <br />and manure mulch). In order to assure revegetation success at the site the <br />Division requests Coors to monitor therevegetated areas. it is stipulated: <br />COORS ENERGY COMPANY IN CONJUNCTION WITH Tr.'E DIVISION WILL DEVELOP A <br />BIENIJIAL REVEGETATION MOIJITORING PLAD', TO BE INITIATED UPON APPROVAL BY <br />_ THE DIVISION. THE PLAN SHOULD BE SUBMITTED TO THE DIVISIDA' NO LATER THAN <br />DECEMBER 31, 1981. _ <br />XIII. Fish and Wildlife (2.04.11, 2.05.6(Z), 4.18) <br />The Division has reviewed the Fish and k'ildlife Resources information (pages <br />86-94), the plan for mitigation of impacts to fish and wildlife (page 135), and <br />information pertinent to the protection of fis^, wildlife and related environ- <br />mental resources (pages 135,137-138). The Division hereby makes the finding <br />that the proposed operation is in compliance with the following exceptions. <br />Coors Energy Company has provided information which illustrates that existing <br />power poles, minimize the danger of electrocution to raptors but does not address <br />whether future powerlines will be so constructed. Therefore, it is stipulated: <br />COORS ENERGY CON.PANI' SHALL CONSTRUCT ALL ADDITIONAL PO4,"ERLINES RND POLES <br />RT THE Y.EENESBURG ANNE SITE SO RS TO N,IIJIA;IZE THE DRIJGER OF ELECTROCUTION <br />TO RAPTORS. TSE DESIGNS SHALL BE SUBMITTED TO P.IJD BE APPROVED BY TXE <br />DIVISION BEFORE CONSTRUCTION. <br /> <br />Coors Energy Company has committed to the placement of raptor perches ir, the <br />mine permit area, but has not elaborated or.anumber of perches or placement. <br />Therefore it is stipulated: <br />
