Although the PAP estimate included all of the structures and tanks on site, it <br />does not include many of the less obvious tasks associated with the demolition work and many of <br />the unit costs aze not correct. Overall, the demolition has increased by $956,788.00. The <br />foBowingitemsaze-thosethat-cantributerthe most to the increaeo. First; costs-were included-for <br />removing sludge from fuel and oil tank bottoms prior to removal but there was no cost included <br />for sludge disposal, tank cleaning or hauling the tanks to a certified dump. The Division <br />estimates that there would be 58,600 gallons of sludge to be disposed of and 22 tanks to be <br />hauled to a certified dump. These missed items increased the liability $316,485.00. Second, the <br />Division uses a different method for removing fuel and oil tanks (of which there aze 36 on site). <br />The PAP estimated provided for demolition of tanks like any other structure at $0.129/cf. This is <br />not correct. Costs from the RS Means Environmental Remediation Cost Data guide must be <br />used. When these unit costs aze applied to the removal of the tanks, the net increase in liability is <br />$56,434.00. Third, an incorrect unit cost was used for building demolition in the PAP estimate. A <br />cost of $0.129/cubic foot was used for the PAP estimate and $0.150/cubic foot in the Division <br />estimate. The $0.129/cf is the cost to demolish single story buildings and the $0.150/cf is for <br />multi-story buildings (which is more appropriate for this project). While this is a small increase <br />($0.021/cf), Colowyo has 3,311,325cf of structures to be demolished, leading to a liability <br />increase of $84,333.00. Similazly, unit costs for concrete demolition aze higher in the Division's <br />estimate. $2.2646/cf was used in the PAP estimate for all concrete demolition and the Division <br />used $2.2800/cf for foundations and $3.23/cf for walls. The Colowyo Mine has 232,418cf of <br />concrete (of which, 71,161cy is walls) to be demolished, leading to an increase in liability of <br />$83,551.00. Fourth, the Division also adds a cost for petroleum contaminated soil removal. The <br />Division estimates that 1,000 cubic yazds of soil will need to be removed to an approved landfill <br />at a cost of $220.00/cy. This leads to a liability increase of $224,620.00 (location adjusted). <br />Finally, The Division adjusts demolition costs based on a mine site's location. The demolition <br />costs aze derived from RS Means Site Work and Landscape Cost Data, Building Construction <br />Cost Data, Western Edition and Environmental Remediation Cost Data. These demolition costs <br />aze based on national averages. It is necessary to adjust costs based on ones locality using the <br />City Cost Index provided in the Means guides. The Division uses the best, closest location to the <br />mine. hi the case of the Colowyo Coal Mine, the Division uses Grand Junction, which has an <br />adjustment value of 102.1%. <br />The eighth discrepancy between the PAP and Division estimates deals with coal waste removal <br />at the site. The PAP estimate includes some costs for moving the footprints of the Gossazd <br />Loadout piles somewhere but they do not include a cost for moving the facilities azea piles. The <br />Division costs include hauling all of the fines/dirt back to the pit to be included with the backfill. <br />Although there is not a lazge volume of material (the assumption is 1-foot of material is removed <br />over the entire surface area, or 20,600 ccy and 25,500 ccy for the loadout and facilities azeas, <br />respectively), the haul distance from the loadout to the pit is 24,500 feet (with 19,500 feet being <br />uphill at approximately 10%).
