<br />The Division must include costs for reseeding and the standazd reseeding rate is 50%. While this
<br />may seem high, it includes reseeding for vegetation failures, reseeding damaged (rill and gully,
<br />slide, etc.) azeas and all other azeas where vegetation problems arise. The Division also adds a
<br />task for weed spraying (task 140 at a cost of $50,684.00). Overall, the net increase in liability for
<br />the revegetation tasks is $829,127.00.
<br />A sixth discrepancy between the Division and PAP estimates is with the highwall reduction tasks
<br />(Division tasks Ola-003). The costs for reducing a single bench of the East and West Pit
<br />highwalls (cast-blasting) aze basically the same in the Division and PA estimates. A major
<br />difference is that the PAP estimate includes a cost for blasting only ONE bench, as opposed to
<br />the NINE benches in East and West pits. This leads to the total blasting for the East and West
<br />pits being underestimated by azound 90%. Additionally, the PAP estimate does not include a cost
<br />for reducing the Section 16 Pit highwall. They have a task for grading the highwall but it must
<br />first be drilled and shot to break up the material. This omission lead to an increase in liability of
<br />$4,067,584.00.
