C-81-019 2005 Midterm Review <br />May 5, 2005 <br />Division offers Colowyo an opportunity for an informal conference on such an adjustment. <br />Numerous assumptions and several major differences between the Division estimate and the cost <br />estimate of the PAP aze detailed below. <br />The Division checked and concurs with the spoil and highwall volumes provided by the PAP <br />estimate (by digitizing the appropriate pit cross-sections). The Division used the volumes in the <br />PAP estimate because they aze deemed to be more accurate (as they aze, most likely, calculated <br />using AutoCAD-or a similar software package). Therawere minor dissrepansies,-such-as-some <br />topsoil volumes and all of the pond embankment volumes as discussed following. <br />The Division concurs with the basic assumptions and methodologies used to develop the estimate <br />in the PAP. The details of haul rout calculations for truck/loader and scraper tasks aze not <br />described in the PAP estimate, so it is difficult to determine where, exactly, the cost increases <br />came from. The Division agrees with equipment selection with one exception. The Division <br />chose to use a CAT 773D haul truck (54 ton capacity) versus a CAT 777D haul truck (100 ton <br />capacity). It is the Division's position that, while the CAT 777D haul trucks aze excellent for <br />moving mass quantities of earth (or coal, as in mining), they aze not generally available for <br />contracting purposes. The 773D haul trucks aze readily available. <br />A major variance between the mid-term estimate and the PAP estimate relates to the West Fit <br />overburden stockpile (Division Task 010). Although movement of the applicable portions of this <br />overburden stockpile is addressed in the text of the PAP, no quantity and associated cost was <br />identified in the PAP estimate work descriptions. Removal of the upper 74-feet of the West Pit <br />overburden stockpile was included as a line item in the Division estimate. A calculated volume <br />of 2,705,000 compacted cubic yazds is moved back to the West Pit (a haul distance of 4,000 <br />feet). Moving this material was accomplished by two fleets of CAT 992 G loaders (2) and CAT <br />773D haul trucks (8). The material was then spread using CAT D10R dozers (2). It was also <br />assumed that one CAT D l OR dozer would be required to assist in the loading operations. <br />Additionally, as with all truck/loader and scraper tasks which require roads, a CAT 14H motor <br />grader and a 5,000-gallon water truck were also used (at 25%) for road construction and <br />maintenance. Overall, this task required 1,591.21 hours to complete at a cost of $3,250,414.00. <br />The second major discrepancy between the two estimates deals with equipment costs. The costs <br />in the PAP estimate aze low (for 2005) across the boazd.
