However, correlation <br />to Map 10 is difficult. Please add a more detailed legend on Map 10 to correlate those wells <br />shown on Map 10 to corresponding text within the PAP, <br />Item 25 Page 2.04.7-5 and others. A lot of information on wells is presented. However, a <br />reference to well completion reports for some of the wells discussed, and a cleaz indication of <br />those wells and-holes that need to-be reclaimed by Colawyo would be meaning€ul in-developing <br />the reclamation cost estimate and in determining compliance with the rules for Phase III Bond <br />Release. Please include a reference to completion reports for wells and holes subject to <br />reclamation by Colowyo under this permit. (Those drill holes transferred to exploration <br />permits should not be listed here, but a statement that such holes exist and aze identified and <br />managed under exploration permits is appropriate.) Please include the new water well (DWR <br />permit 61171). <br />Item 26 Page 2.04.7-25 line 23. Colowyo now has three water supply wells. Please revise this <br />page accordingly. <br />Item 27 Page 2.04.7-871ine16. Please reconcile the estimate of 1000 acres in a condition of <br />pit and unreclaimed spoil to agree with other, larger figures used in the PAP to describe <br />such areas. <br />Item 28 Page 2.04.7-891ine 14. The estimate oflife-of--mine disturbance (2298 acres) appeazs to <br />be too low. The 2003 ARR reports neazly 3618 acres disturbed, and life-of--mine disturbance is <br />not complete. Please revise the estimate accordingly. <br />Item 29 Page 2.04.7-93 lines 12 and 13. These lines reflect an operational procedure no longer in <br />effect at Colowyo. The sediment ponds aze operated as passive (automatic) dewatering ponds, <br />not controlled release. Please revise this paragraph as appropriate. <br />Rule 2.04.9(1)(b)(v) <br />Item 30. Page 2.04.9-16, 6~' and 7s' pazagraphs. Page 2.04.9-17. Please validate that there are <br />sufficient topsoil resources to accomplish the reclamation plan. This topsoil removal <br />discussion might be more appropriate, and combined with, the section discussed under Item 32 <br />below. <br />Rule 2.04.11(3)(b) <br />Item 31 Page 2.04.1-14 ls` pazagraph. The number of elk on reclaimed lands at Colowyo at this <br />time aze much higher than those indicated in this section of the PAP. The Division does not <br />require revision of this section. However, Colowyo may want to update this section to support <br />contentions that reclamation at Colowyo has enhanced wildlife, such as presented on page <br />2.04.11-49, or, only make reference to the information on page 2.05-73 (not duplicate <br />subject matter within the PAP). <br />11 <br />
