C-81-019 2005 Midterm Review
May 5, 2005
Rule 2.03.10(2)
Item 16 Page 2.03-13. Please include the addresses of the issuing authorities for the special
use permits issued by the Moffat Count Commissioners and Rio Blanco County.
Item 17 Exhibit 1. Although not required by the Rules, a copy of the Moffat County Special Use
Permit in the Permit would be of value. The Division requests that a copy of the Moffat Count
special Use Permit be included in the PAP (Exhibit 1) along with the one from Rio Blanco
County.
Rule 2.03.10(3)
Item 18 Page 2.03-13. Please include the identification numbers of the issued Weights and
Measures License, the County special use permits, and the Water Well Permits.
Rule 2.03.10(4)
Item 19 Page 2.03-13. Please include the dates of approval of the issued Weights and
Measures License, the County special use permits, and the Water Well Permits.
Rule 2.04.3(4)
Item 20 Page 2.04.3-4. The possibility for hunting within the Permit area is no longer highly
unlikely. Please revise this statement to reflect current policy and practices.
Rule 2.04.5(1)
Item 21 Page 2.04.3-4. The new water supply well has not been described on Map 10. Please
revise Map 10 to include the new water supply well (DWR Permit 61171).
Rule 2.04.6(2)(b)(C)
Item 22 Page 2.04.6-9, lines 10 - 12. The statement that calculations for verification of swell
factors are currently presented in the Colowyo Annual Report for each yeaz is in error. The swell
factor is a significant figure, as it is a basis for approval of excess spoil fills as relate to
reclamation to approximate original contour. An overall value of 20% was well documented by
Colowyo (see, for example, page 2.05-36 of the PAP, and reports that did present the
information). Please revise this entry to indicate the validation of the swell factor of 20%,
and the approval to suspend the development and presentation of validation calculations.
Rule 2.04.6(2)(b)(D)
Item 23 Page 2.04.6-9, last two lines. The statement that analyses of Overburden Chemistry is
currently presented in Annual Reports is in error. Please revise this entry to indicate the
history of analyses, and the decision to discontinue them.
10
