swales and stock tanks. Twenty-five stock ponds have been constructed to date. <br />Seneca Coal Company has reclaimed two of these stock ponds and proposes to retain <br />twelve of the stock ponds as permanent features. Seneca Coal Company submitted <br />Technical Revision No. 35 in February, 2002 to submit as-built drawings and <br />certifications for stock ponds and to request that twelve of the stock ponds remain as <br />permanent features. TR-35 is pending Division approval. The impoundments will <br />serve as a water supply for livestock and wildlife in the azea. Details of the <br />construction and location of these impoundments are located in Attachment 7-2 of <br />Tab 7 of the permit application. (4.14.2(3)). <br />4. The Division proposes to approve the applicant's plan for disposal of debris, <br />acid-forming or toxic materials, or materials constituting a fire hazazd in a manner <br />designed to prevent contamination of ground or surface waters. A contingency plan <br />has been developed to prevent sustained combustion of flammable materials. <br />Details of the mitigation plan for acid-forming spoils encountered in the Wolf Creek <br />mining azea are located in Tab 6 of the permit application package. (4.14.3(1)(a)). <br />Spoil materials with pH values of less than 5 and an acid base potential (ABP) of <br />less than -5 will be covered with two to three feet of suitable spoil material, or will <br />be treated with application of lime. <br />Materials found to contain high concentrations of sodium will be disposed of in <br />mining pits or will be covered with two to three feet of suitable spoil. <br />All exposed coal seams remaining after mining will be covered with a minimum of <br />four feet of the best available material. <br />5. The Divisinn_prnposes to approve the method-and design specifieatrans for covering <br />of acid and toxic-forming materials in order to prevent leaching into surface and <br />ground water and to insure backfill stability. (4.14.3(2)). <br />D{. Revegetation <br />Information regazding revegetation practices and success criteria can be found in Tabs 10, <br />12, and 13 of the permit application package. <br />Soil stabilization practices at the mine have included ripping on contour where topsoil <br />slippage may occur, and use of a cover crop or mulch in conjunction with seed <br />application. SCC has discontinued the use of a cover crop or mulch in conjunction with <br />seed application. <br />Seneca Coal Company has proposed two site-adapted perennial seed mixtures, one <br />temporary seed mix, one cover crop, one concentrated shrub seeding mix and one shrub <br />and tree planting mix which can be located on pages 13-12 to 13-23 of Volume V 12, Tab <br />35 <br />
