<br />A~~ <br />to provide visual screening of buildings, yard areas, and stockpiles. <br />The trees will range from 8 to 14 feet in height at the time of <br />planting. The operator will install an irrigation system to aid in the <br />establishment of the tree transplants. <br />Two introduced species are proposed in the reclamation seed mix: titer <br />milkvetch and little Burnet. Neither of these species is considered <br />noxious or poisonous. <br />No rare, threatened, or endangered species were found on or near the <br />project site during the three sampling seasons. Since no populations of <br />these species are known to occur in the immediate area, the operation is <br />in compliance with Rule 2.07.6(2)(n). <br />The operator also proposes to revegetate and fence the Vulcan 4 mine <br />area as stated on page 3-8 in Volume I of the permit. <br />With the acceptance of Stipulation No 23, the proposed operation is in <br />compliance with the requirements of this section. <br />1. Methods to measure herbaceous cover and production, species <br />diversity, and woody plant density are discussed in Sections <br />3.6.2.2.1 to 3.6.2.2.3 and Tables 3.6-1 through 3.6-3. Techniques <br />include cover determined by line intercept method, production data <br />obtained by double sampling plots, and shrub density measured by <br />counting the number of live stems. Techniques may be modified upon <br />approval by the Division. The Division proposes to approve of these <br />techniques (4.15.7(1)). <br />2. Comparisons between reclaimed and undisturbed areas, in order to <br />demonstrate that success criteria of 4.15.8, 4.15.9, or 4.15.10 have <br />been met, will be based on the following: <br />Cover, as per rule 4.15.8<3)(a>, shall be greater than or equal to <br />90 percent cover of the reference area with a 90 percent <br />statistical confidence. Herbaceous production, as per 4.15.8(4)(a), <br />shall be not less than 90 percent of the herbaceous production <br />determined from the reference area with a 90 percent confidence <br />level. The Division proposes to approve the basis for this <br />comparison. <br />3. The Division proposes to approve the reference areas which the <br />applicant has selected based on the requirements of Rule 4.15.7(3). <br />4. The reference areas will be utilized to determine revegetation <br />success in a manner which the Division finds acceptable <br />4.15.7(4)). <br />VIII. Protection of Fish, Wildlife and Related Environmental Values <br />Fish and wildlife habitat is a planned post-mining land use. The <br />applicant has selected appropriate plant species and distributions <br />to benefit fish and wildlife (4.18(4)(1)). <br />-25- <br />
