.~ <br />2. Closure plans for drill holes, mine portals, and shafts are <br />delineated on pages 4-62 of Volume I of the application. The <br />sealing plans meet all the requirements of Rules 2.05.4(2>(g) and <br />4.07. <br />VI. Coal Mine Waste Banks <br />The Division is proposing to approve plans for use, construction and <br />maintenance of a coal mine waste disposal area. Information <br />pertaining to mine waste disposal is contained in sections 4.3.6.1, <br />4.3.6.2 and 4.3.6.3 of the permit application (4.10.1 (1)). <br />2. The disposal area will be inspected on a regular basis by a <br />qualified professional specialist under the direction of the <br />professional engineer who is experienced in the construction of <br />similar earth and waste structures. Inspection by this person has <br />been approved by the Division as appropriate (4.10.2(1)). <br />VII. Revegetation Information - Rules 2.04.10, 2.05.4(2)(e) and 4.15.8 <br />Vegetation baseline information is contained on pages 3-62 through 3-74 <br />of Volume I, appendixes 3.6-1 in Volume II, and 3.6-2 and 3.6-3 in <br />Volume VI. The revegetation plan is contained on pages 4-57 through <br />4-59, and pages 4-61 through 4-66 in Volume I. <br />Four vegetation communities were identified in the permit area. These <br />are: sagebrush community, consisting of 104 acres; 113 acres of <br />pinon-juniper; 30 acres of irrigated hayland; and 9 acres of mountain <br />shrub community. Baseline vegetation data was collected in 1981, 1982, <br />and 1983 by three different consultants. The facilities area lies within <br />the sagebrush community. For this permit term, only 179 acres are <br />affected, of which 132 acres are underground. Twenty acres already <br />disturbed will remain as the surface facilities disturbed area. No new <br />acreage will be disturbed during this permit term. <br />The sagebrush community has been sampled for cover, production, <br />diversity, and woody plant density as required by Rule 2.04.10(4). A <br />3-acre reference area has been established as per Rule 4.15.7(3). <br />Reclamation success standards are required as per Rule 4.15.8(2). <br />Previously, Stipulation No. 5 addressed success standards for diversity <br />and woody plant density. Since wording regarding these standards has <br />been omitted from the text of the permit, Stipulation No. 19 (diversity) <br />from the previous permit is retained with this renewal, and Stipulation <br />No. 23 (woody plant density) is being added, as follows: <br />Stipulation No. 23 <br />WOODY PLANT DENSITY IN THE RECLAIMED SAGEBRUSH COMMUNITY SHALL BE <br />DEEMED SUCCESSFUL IF 1,000 LIVE STEMS PER ACRE OF WOODY PLANTS ARE <br />ESTABLISHED. <br />Approximately 250 trees will be planted in and around the surface <br />facilities area to serve as a visual screen. The trees will be planted <br />_24_. <br />
