This is due primarily to higher rates of sublima- <br />tion resulting from so lac radiation throughout the winter. Therefore, runoff <br />from this area (which is at the top of the drainage) is less than adjacent north <br />or east facing slopes. Tn addition, a majority of the runoff that does occur <br />must flow into a small stock pond via diversion ditches that were installed some <br />years ago for water development. <br />lJe are confident that with fall (1980) planting of winter wheat and the <br />subsequent vegetative cover in the form of straw stubble mulch along with using <br />a land imprinter, that the area will be sufficiently stabilized with respect to <br />erosion. Therefore, we feel an exemption from having to construct a sediment <br />dam for control of runoff from the disturbance in question should be granted. I <br />would like to emphasize that the topography of the drainage does not lead itself <br />to construction of sediment pond(s) i.e. steep canyon sides, which result in <br />excessively high dams with very low sediment storage capacity. <br />Carol, we hope the Division will be able to act on this matter with the <br />information included in this letter.
