However, because the reclamation cost estimate in the Bowie No. (Permit Renewal No. 4 was also
revised, the amount originally calculated for release at the West Mine would have exceeded the 60
percent level. Therefore, in a fifth adequacy review letter dated March 11, 2004, the Division informed
BRL that the amount available for bond release would be lowered to $1,143,807.00. The Division will
have sufficient money to complete the approved plan.
Attached with this findings document are the spreadsheets for Bowie No. ]Mine's Portia] Phase One
Bond Release (SL-02). The spreadsheets show all of the reclamation tasks and their associated costs for
the Bowie No. 1 Mine. The spreadsheets also show which reclamation tasks and their costs aze proposed
for bond release as well as those reclamation tasks and their costs which would remain. There are four
separate sets of sheets- East Mine Cost Summary (three sheets), East Mine Demolition (six sheets), West
Mine Cost Summary (two sheets) and West Mine Demolition (two sheets).
The Division did not receive any comments or requests for a public hearing or informal conference during
the bond release process. No written objections or requests for informal conference were received during
the bond release process. In addition, the BLM was the only government agency that became involved in
the process.
