The vent shaft has been filled with 75 feet ofnon-combustible material, followed by coal refuse and rock <br />and, then, topped with soil. Although there was settling of fill material initially, the settling eventually <br />stopped and the void was filled. BRL has constructed a concrete cap over the backfilled vent shaft. <br />Sediment control at the West Mine fan site consists of a silt fence for the fan site and vegetative cover for <br />the topsoil stockpile, The silt fence was in good condition and there was an excellent vegetative cover on <br />the topsoil stockpile. There were no signs of erosional gullying at this site. <br />EAST MINE <br />The East Mine is the original site for the Bowie No. 1 Mine and was constructed in 1975. The facilities <br />for the East Mine are situated on a series of benches, the lowest of which is just above the West Ridge <br />waste pile. The lowest bench is the crusher/screener bench where the coal was crushed, screened and <br />loaded into haul trucks for transport to the train loadout. Also at this level were the sewage treatment <br />facility and the haul truck fuel facility. Above the crusher/screener bench is the shop bench. The main <br />shop, warehouse, tire shop, coal surge bin and the temporary coal waste stockpile were located on this <br />bench. The transfer bench is above the shop bench and contained the conveyor belt transfer building. <br />Above the transfer bench is the electrical substation bench. The next level higher is the office bench <br />where the office, mine portals, bathhouse, rock dust building, master control center building, solid waste <br />disposal bin and the fuel station were located. The uppermost level is the fan bench where two vent fan <br />shafts and two water tanks are located. <br />EAST MINE -WEST RIDGE WASTE PILE <br />At the West Ridge waste pile, BRL requested bond release for 1) compaction, 2) final grading and 3) four <br />feet of cover. The West Ridge waste pile was included in the June 10, 2003 bond release inspection, <br />although two additional inspections were needed to document two additional items. Cover and topsoil <br />depths were verified in [he July l5, 2003 bond release inspection and the boundary between private and <br />federal surface at the waste pile was documented in the August 12, 2003 field inspection. <br />With the information from the three bond release inspections at the West Ridge waste pile, the Division <br />informed BRL that additional work was needed on the waste pile in order for the Division to consider a <br />bond release at that site. The upper portion of the West Ridge waste pile does not have any cover, so it is <br />possible that surface runoff from that unreclaimed area could flow onto the reclaimed portion of the pile. <br />BRL declined to finish the reclamation of the West Ridge waste pile so the Division can not release any <br />bond money for it. <br />EAST MINE - CRUSHER/SCREENER BENCH <br />At the crusher/screener bench, BRL requested bond release for structural demolition of Facilities <br />superstructures, but not for concrete items. The inspection showed that all superstructures and <br />belt structures have been demolished and either removed from the site for salvage or buried in <br />two county-approved pits located at the back of the crusher/screener bench. The demolished <br />superstructures include the crusher/screener plant, lump bin, master control center, truck loadout <br />and stacking tube. The demolished belt structures include the transfer tower no. 2 and the <br />elevated and on-grade overland conveyor. The concrete footers, walls, floors and slabs remain. <br />These concrete structures will be broken up and placed against the highwall before backfilling. <br />The waste oil storage bin and oil tank remain on the west end of the crusher/screener bench. The <br />tank will need to be cleaned before disposal at a certified waste site. The sewage plant was also <br />demolished and removed from the site. There is some mining machinery on this bench that will <br />need to be removed. <br />l0 <br />
