SHELTON, Director <br />DATE: April 9, 1984 _ <br />T0: Mike Savage ~(y~~4~~~ <br />FROM: Jim Pendleton \"~"'" <br />RE: Meeker Are Ines ackf1111ng and Grading Plan for the Northern No. 1 <br />Mine <br />Pursuant to your request, I have reviewed the backfilling and grading plan <br />proposed by Northern Coal Company for implementation in the portal and surface <br />facility area of their Northern No. 1 Mine. <br />The proposed edit sealing plan does conform with MSHA regulations, and will be <br />acceptable. The final regraded slopes are relatively steep in some areas, <br />approaching 2:1 (horizontal to vertical) grades. However, with appropriate <br />control and supervision it should be possible to achieve a stable reclaimed <br />configuration. <br />I recommend that we require the operator to submit a certified report, <br />prepared by the registered engineer supervising earth work at the site. That <br />report should Include documentation of edit sealing and backfilled material <br />compaction testing. Further, we should require the operator to submit a final <br />reclaimed slope map, prepared by a registered land surveyor, certifying that <br />the approved post-mining approximate original contour has been achieved. <br />The proposed post-mining ditch "improvement" should not endanger the reclaimed <br />area, since it occupies a position astride the opposite valley slope. <br />However,. because of the similar steepness of that slope, care must be taken to <br />seal the ditch with clay or other appropriate fine material. <br />Finally, we should require the operator to monitor the stability of the <br />reclaimed portal bench area. The operator should prepare and submit a <br />survey-type monltoring program. This program should continue for an <br />appropriate multi-year period, following final reclamation of the site.
