SHELTO N, Director M E M O R A N D U M 25 September 1984 T0: Candy Thompson '1~ FROM: Jim Pendleton ~ ~~_~ ~~ RE: Clarification of Stipulation No.~- Meeker Area Mines' Permit Findings At Mike Savage's request, during April of this year, I completed a review of the backfilling and grading provisions within the Meeker Area Mines application and supplemental submittals. I authored a memorandum to Mike, dated Apri] 9, ]984, which I have attached hereto. Mike utilized the recommendations contained within that memorandum in drafting Stipulation 1 Part 1 of Stipulation No. refers to a certified report concerning the backfilling of the adits and portal areas. This certification report is to be prepared immediately following completion of the backfilling, summarizing the observations and opinions of the operator's supervising registered professional engineer. That report should certify, among other things, that the backfilling and grading has been completed as approved within the permit and that the resuktant slopes are stable. Part 2 of Stipulation No.~ refers to a certified post-mining topographic map to be produced by the operator's registered land surveyor, immediately following completion of the final grading of the portal areas. The purpose of this certified map is to verify that the post-mining configuration is accomplished in accordance with the approved post-mining topographic plan within the permit. Part 3 of Stipulation No.~ refers to a monitoring program required to verify the slope stability of the backfilled portal areas. This plan would have to be submitted prior to the completion of the grading work, so that the applicant could implement the plan upon completion of the final grading of the portal areas. The applicant would be required to submit annual reports summarizing the prior year's observations. The monitoring program would continue until the Division released the operator from responsibility for the reclaimed areas.
