BANTA, Director <br />DATE: October 20, 1989 <br />T0: Mike Long <br />FROM: Carl MountC~~}4~ <br />RE: Minimum Requirements for Reclaiming the GEC East Pit <br />As you requested I would like to forward the following conclusions as to what <br />would be the minimum acceptable reclamation standards for the East Pit. This <br />has been done following review of the GEC files, East Pit site inspections, <br />work with volumetric analyses on the Geologic Information System computer <br />programs, and discussion with yourself and other specialists in the Division. <br />At a minimum, the Division should require the following: <br />1. Exposed coal seams should be protected with a minimum of four feet of <br />inert material. <br />2. The underground development waste fill from Southfield must be designed <br />according to the applicable standards of Rule 4.09 to ensure stability. <br />3. The fill from Southfield must be covered with four feet of non-toxic <br />cover (including topsoil). <br />4. Final fill slopes must be no steeper than 3H:1V (3 horizontal:l vertical) <br />unless steeper slopes are designed to be structurally and erosionally <br />stable. In no case should final slopes be steeper than 2H:1V. It should <br />be noted that final slopes steeper than 3H:1V mdy not comply with <br />Rule 4.14 (Approximate original contour.) <br />5. The final backfilled surface should be ripped and/or chisel plowed along <br />the contour prior to topsoil/topsoil substitute placement. <br />6. The preanining channel that directs water from the south to the north end <br />of the pit should be reestablished. This channel must be designed to be <br />erosionally stable. This will require some riprap design and placement. <br />7. Some amount of topsoil and/or topsoil substitute must be applied to all <br />reclaimed surfaces. There is presently enough topsoil/topsoil substitute <br />material available in the disturbed area to cover the entire East Pit <br />area to a depth of 6-8 inches.
