MIDTERM REVIIsW, Slureo Corporation , Canadian Strip Mine <br />This document presents the results of the Division's Midterm Review of the Slurco Corporation's <br />Canadian Strip Mine permit. This Midterm Review was conducted to fulfill the requirements of Rules <br />2.08.3, 2.06.2(10), 2.06.3(4), 2.06.7(5) and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued prior to its midterm <br />(2-1/2 years). On the basis of this review, for good cause shown, the Division may require reasonable <br />revisions or modification of the permit provisions to ensure compliance with the Act and Regulations. <br />Rules 2.06.2, 2.06.3. 2.06.5 and 2.06.7 require that experimental practices, mountain top removal <br />variances, variances from approximate original contour (AOC) and variances from contemporaneous <br />reclamation, respectively, be reviewed by the Division where applicable during the midterm review. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and the terms of acceptance <br />of the bond every 2-1/2 years. <br />This midterm review consisted of a detailed review of the Canadian Strip mine permit application and <br />Findings document to identify any items that may have been overlooked during the initial review. The <br />Division reviewed all subsequent revisions and stipulation responses to ensure that all permit <br />commitments and conditions were being followed. Hydrologic monitoring data were reviewed in <br />conjunction with the review of the application to assess the adequacy of the monitoring plan and <br />discussion of hydrologic impacts. Problems and observations from past inspection reports were also <br />considered. The current permit was issued during the spring of 1993; this review covers those <br />activities that have occurred during the past year and a half. <br />SECTION I -HISTORY <br />The Canadian Strip Operation is in Jackson County, Colorado approximately 12 miles east of <br />Walden. The mine is reclaimed and has not mined coal since 1982. The coal is federally owned and <br />the surface is federally and privately owned. The surface area of the mine encompasses 155 acres. <br />The legal description of the lands included within the permit area is: <br />T.8N, R.78W, 6th P.M. <br />Section 10: SE 1/4 NE1/4 NE1/4. Containing 10 acres. <br />Section 11: W1/2 NWl/4. Containing 80 acres. <br />Section 2: Beginning at the point 1225 feet N89°47'21 "E from the NW comer of the <br />SWl/4, Section 2, thence N 89°47'21"E, 700 feet, thence S 00°12'39" E, 1500 feet, thence Southwest <br />to a point on the South section line that is 1530 feet S 89°38'00"E of the SW comer of said SW 1/4, <br />thence N89°38'00" W, 1530 feet to the SW comer of said SW 1/4, thence N 00°01'03"W, 300 feet, <br />thence N 40°44'00"E, 1250 feet, thence NE to a point of beginning.
