1. Topsoil storage -The topsoil presently stored along the western edge of Block 2 can be left in <br />place until the new sales contract is signed. Then the topsoil piles will be moved to [he Hall or <br />Ford Pit within 30 days of the approved contract for Block 2. The topsoil from Block 2 shall be <br />moved directly to the Halt or Ford Pit storage area, but in a separate pile from the Block 1 <br />topsoil. Block 1 topsoil shall be signed as "BLM Block 1 topsoil", and Block 2 topsoil shall be <br />signed as "BLM topsoil". All BLM topsoil shall be in separate stockpiles from the Hall Pit <br />topsoil. <br />2. Safety berm - A safety berm, consisting of pushed-up subsoil material approximately 6' high, <br />may be placed along the western edge of Block 3 next to the gravel highwall. The berm shall <br />disturb no more than a 20' wide area along the edge of Block 3, with no surface disturbance east <br />of the berm on Block 3. No topsoil shall be used for safety berms. <br />3. Subsoil - In accordance with the approved plan, the subsoil-from Block 2 shall be moved <br />directly into the mined-out Block 1 for reclamation purposes. <br />4. Address the need for a safety berm along the eastern edge of Block 9. If a berm is needed, the <br />subsoil that was pushed into the eastern edge of Block 9 shall be limited to a 20' wide azea along <br />the edge of the block. If no berm is needed, move the subsoil to the storage azea within 30 days <br />of the approved contract for Block 2. <br />5. Timing -For Block 2 (and succeeding blocks), all stripping activities must be completed Qrior <br />to the mining and crushing phase. In addition, all topsoil shall be stripped and stockpiled as per <br />plan prior to any subsoil removal, and all subsoil shall be stripped as per plan prior to gravel <br />mining. <br />In order to ensure that the dirt-handling procedures identified above and in the forthcoming plan <br />modification are understood by all parties involved, a joint field meeting will be required just <br />prior to earthmoving activities. The United Companies production manager and crew foreman <br />must be in attendance. <br />We appreciate the effort that United has made to mitigate dust impacts from the operation. It is <br />~` - our understanding that the operation was temporarily shut down 3 days during the week of July <br />8's due to wind conditions. Please submit a copy of the work report for those days. The use of <br />spray bars on the crusher and a water truck full-time on the site should be acceptable for dust <br />control under normal conditions. Based on our observations and the recent residential complaint, <br />we recommend that at the end of each work day, the water truck spray down all surfaces which <br />have been disturbed that day. This would include the access trail leading to the east edge of the <br />mine block, the surface of the exposed gravel or subsoil material, pit floor, and stockpile azeas. <br />
