<br />2 <br />to south, paralleling the movement of the adjacent East Pit. Initial box-cut material of the <br />West Pit is currently being placed in the West Pit permanent excess spoil fill. The Section <br />16 Pit is located south of the East and West Pits. The northern boundary of the Section 16 <br />pit will merge with these two south-trending pits. Section 16 Pit is being mined for the "X" <br />coal seam only and will progress from both the east and west, converging onto a central <br />north-south trending ridge. This central ridge will be left intact for use in final backfilling <br />and grading of the West Pit. Initial box-cut material for the Section 16 Pit was placed in <br />the Section ]6 permanent excess spoil fill. <br />Operations at the Colowyo Mine began in 1976, under CMLRD Extraction and <br />Development Permit 76-15 C/A, and have continued without cessation to this time. <br />Colowyo Coal Company L.P. is a limited partnership. On December 6, 1994, Kennecott <br />Colorado Coal Company became the sole general partner of Colowyo Coal Company L.P. <br />Gracoal Inc. and Gracoal II Inc. are the limited partners and have no authority to determine <br />the manner of the surface coal mining and reclamation operations conducted at the Colowyo <br />Mine. <br />Section II- History of Violations <br />A review of the inspection and enforcement activities during the first half of the permit term <br />was conducted.
